NGOs in Romania are experiencing a phase of transition as regards the level of responsibility they have been assuming so far. The magnitude of such responsibilities is expected to increase creating a need for a monitoring institution.

This review places the European donors and NGOs as guides for Romanian NGOs. The paper further studies the viabilities of Romanian NGOs functioning under the experienced umbrellas of their European superiors.

This paper was presented at the 7th Global Forum on Reinventing Government in Austria in June 2007 by Musoni Protais, the Rwandan Minister of Local, Administration, Good Governance, Social Affairs and Community Development. The paper describes the situation after the conflict, draws out the main challenges that the government of Rwanda faced between 1994 and 2007 and discusses the programs it undertook to foster civic engagement.
